(Watertown, NY June 6, 2013) On June 6 the New York State Police in Watertown assisted New York State Department of Health, Narcotics Division with the arrest of Carson F. Fanning, 32, of 434 Falls Road, Richland.
Fanning, who is a RN in the Emergency Department of Samaritan Medical Center in Watertown was charged with one count of first-degree Falsifying Business Records (Class E Felony) and one count of Unlawful Distribution of a Controlled Substance (Misdemeanor). 
Fanning is alleged to have had several controlled substance withdrawals, administration and wasting discrepancies between December of 2012 and April of 2013.
He was processed at SP Watertown, issued an appearance ticket returnable in the City of Watertown, and released.
