(Watertown, NY – Aug. 26, 2013) The State Police in Watertown arrested Joshua P. Koutrakos, 27, of Bronson Street, Watertown on one count of Predatory Sexual Assault against a Child, a Class A II Felony, one count of Endangering the Welfare of a Child, a Class A Misdemeanor, and one count of Unlawful Possession of Marijuana a Violation.
Koutrakos is accused of subjecting a 12-year-old male to oral and anal conduct from January 2009 through January 2012 when residing in the Village of Black River, Jefferson County.
Koutrakos was arrested at his residence on a Jefferson County Arrest Warrant and found to be in possession of approximately 1.3 grams of marijuana.
Koutrakos was remanded to the Jefferson County PSB with no bail pending arraignment in County Court. The State Police were assisted in this investigation by Jefferson County Child Protective Services and the Watertown Police Department.
